Dear Meridian Mustang Families:
We learned this afternoon the Michigan Department of Health and Human Services issued an extension of the pause for in-person learning for students in grades 9-12 and the continued stoppage in all athletic activities until at least December 20th. As such, students in grades 9-12 will return for in-person learning on Monday, January 4th.
As announced last week, students in grades K-8 will return to in-person learning on Wednesday, December 9th.
In conversation with the Midland County Department of Public Health this afternoon, our 3-week trend in Midland County continues to show a downward trajectory in the positivity rate. Thankfully, the spread that is taking place in communities is not taking place within schools. To date, there have been six outbreaks in schools in the county that have impacted 26 people and none of those have occurred in Meridian. The schools in the county will continue to work side-by-side with the health department and will continue to be aggressive with the quarantine protocols that have been very effective in limiting the spread of COVID-19 in schools. The quarantine period will follow the latest CDC guidance of 10 days with a possible return on day 11.

Dear Mustang Families,
This school year has presented all of us with some unique challenges, and I’m very proud of how our students and staff have responded. Our return to in-person learning has been successful. At the same time, the amount of COVID-19 cases in the community continues to increase and it is having a significant impact within our schools. We have had to quarantine well over 100 students and staff to date and closed multiple classrooms due to students and staff who have been required to quarantine. Thankfully, we have managed this very well with the support of the Midland County Department of Public Health. However, this has placed an extra burden on students, families, and staff who have been directly impacted. We are doing our best to support students while they are quarantined, but this is proving to be challenging due to the number of students and staff impacted.
Due to these circumstances, I am making a change to the school calendar. Students will not report to school on Friday, November 13th. Students will be assigned remote learning for that half-day. This will allow school staff to be provided with additional training on supporting students who are not in school for an extended period. We will also use this day to do an extended deep cleaning of all of our buildings.
I want to continue to emphasize that the choices that are being made, especially small group gatherings, are having a great impact on the community spread of COVID-19. Schools in the county remain very safe as there has only been one outbreak traced back to a school setting. The one thing that we really need help with is to have those that are exhibiting symptoms to remain home. While we have heard about many symptoms such as fever, dry cough, and the loss of smell or taste, there are some less obvious symptoms such as a runny nose. While I understand that staying home with mild symptoms such as a runny nose goes against what many of us think we should do, this is contributing to the increase in numbers.
The conversation around whether or not schools may close is certainly one that I’m well aware of. We are committed to remaining in-person and have the support of the health department. It is a certainty that students and staff will continue to be quarantined and that classrooms and/or grade levels may need to learn remotely for a period of time, so please bear with us as we work through those issues. Perhaps the biggest current threat to in-person learning is staffing levels as there is a shortage of subs for teaching, transportation, and cleaning. All decisions will continue to be made on a case-by-case basis in order to do what is best for students and staff.

Meridian’s Craig Carmoney Named 2021 Michigan Superintendent of the Year
LANSING – Craig Carmoney, Superintendent at Meridian Public Schools in Sanford, was announced as the Michigan 2021 Superintendent of the Year award winner by the Michigan Association of Superintendents & Administrators (MASA) tonight during a surprise agenda item at the district’s virtual board of education meeting.
The Michigan Superintendent of the Year Award is presented by MASA to an association member who has shown tremendous effort and dedication to enriching the lives of children and the community as a whole.
“I’ve known Craig Carmoney for a long time and there is no one more deserving of this year’s Michigan Superintendent of the Year award,” said MASA Executive Director Dr. Tina Kerr. “His spirit, determination, and leadership have been a driving force in the community for many years. Whether it’s embarking on new ways to educate students or supporting students and families through a pandemic and history-making flood, Craig is a leader for the ages. We are so proud to have him representing our state with this honor.”
Carmoney’s nomination for the award included input and support from staff, students, local leaders, and colleagues across the state.
“Craig is a well-regarded mentor to teachers, administrators, and colleagues, actively supports colleagues partnering for student achievement, and has been instrumental in the success of his community through COVID-19 and a 500-year flood event this spring,” said Jim Walter II, Superintendent of Clare Public Schools and the person who nominated Carmoney for the award. “As a friend in the same position in a neighboring district, Craig has been instrumental in my learning curve success as a superintendent. He is adept at allowing others to speak and cultivating everyone's opinion in a group as equally valued, but not afraid to call out a practice that may be wrong. Public education needs more leaders such as Mr. Craig Carmoney.”
Carmoney was named Superintendent of Meridian Public Schools in July of 2011. Meridian Public Schools is 21st Century school district that has partnered with the New Tech Network, Project Lead the Way, and Delta College to offer project-based learning, 1:1 technology, and early college for all students. Meridian is the only district in the state of Michigan to operate a full-school early college and partner with the New Tech Network to support K-12 project-based learning for every learner. Meridian Early College High School has been recognized annually since 2013 as a National Demonstration School by the New Tech Network.
Carmoney has dedicated his career to ensuring that every child is given the opportunity and pathways to succeed in life, college, and careers in the 21st Century. Under his leadership, the first-year college completion rate at Meridian Public Schools has more than doubled to nearly 80 percent and its most recent graduation rate increased to more than 95 percent. Meridian students now earn more than 3,000 college credits per year – 30 times the amount of credits earned prior to Carmoney’s tenure.
“Meridian Public Schools have truly been transformed by Craig's vision and leadership,” wrote Sharon Mortensen, President/CEO of the Midland Area Community Foundation in a letter of support for Carmoney’s nomination. “As a superintendent, he is willing to challenge the status quo and look at things differently. He brought educational ideas that veered from a traditional approach and successfully implemented them in a rural district. I can think of no superintendent more deserving of this award than Craig Carmoney given his leadership during these most challenging of times.”
Carmoney holds a bachelor’s degree from Grand Valley State University and a Master’s in Educational Leadership from Saginaw Valley State University. He is also successfully completed the Michigan Leadership Institute Supes Academy, the Great Lakes Bay Alliance Leadership Program, and the Saginaw Valley State University Gerstacker Fellowship Program.
Before coming to Meridian, Carmoney served as Middle School Principal and Assistant Superintendent for Bullock Creek Schools. He was also a classroom teacher in both Bullock Creek and Alpena Public Schools.
Outside of his work in the district, Carmoney is an active and involved volunteer. He has served as a part of numerous national, statewide and local organizations, including MASA, the Michigan High School Athletic Association, the New Tech Network District Leadership Council, the Midland County Long-Term Disaster Recovery Committee, Sanford Area Chamber of Commerce, the Midland Business Alliance, the Midland County College Access Network Leadership Team, the Saginaw Valley State University External Advisory Team, the Greater Midland Area Community Center and the Midland County DARE Board of Directors.
MASA’s superintendent selection committee includes representatives from Michigan’s various education stakeholders, including superintendents, school boards, principals, and teachers. The committee selected Carmoney from a pool of highly qualified nominees from across the state
As the MASA honoree, Carmoney is now in the running for the national Superintendent of the Year Award from the American Association of School Administrators (AASA). AASA will convene a Blue-Ribbon Selection Committee to select four national finalists in December. The four finalists will participate in a national briefing and interviews in January at the National Press Club in Washington, D.C. The National Superintendent of the Year winner will be announced in February at the AASA National Conference on Education, where all state winners are recognized as well. In addition, Carmoney will be formally recognized at MASA’s 2021 Midwinter Conference in January.

Dear Meridian Mustang Families:
The last few months have been very difficult for our community as we have faced the challenges of both COVID-19 and dam failure. No one could have predicted either of these events or provided guidance on how schools, families, and communities should respond. We are now asked to tackle the task of rebuilding our community and coming up with plans to return to learning this fall.
There is still a tremendous amount of uncertainty as we head into the 2020-2021 school year. We face additional uncertainty due to the potential loss of students as a result of the flood and the certain loss of state funding due to COVID-19 that may result in historically large cuts in school funding. Fortunately, we are well-positioned to overcome these challenges. We will continue to support our students with one-to-one technology, provide free internet services, and be a statewide leader in education.
On June 30th, the Return to School Advisory Council issued the 2020-21 Return to School Roadmap. The Roadmap provides schools with requirements and recommendations for returning to school depending on which MI Safe Start Phase the region is in (currently Phase 4).
· Phases 1-3-Schools are closed for in-person instruction
· Phase 4-In-person instruction is permitted with required safety protocols
· Phase 5-In-person instruction with minimal safety protocols
Schools are required to develop plans for each of these three phases which must be approved by the Board of Education by August 17, 2020. Superintendents have agreed to work cooperatively, and in consultation with county health department officials, to develop common plans. Those plans will include in-person instruction, a hybrid model, and virtual learning options.
Meridian Public Schools will do everything in our power to return to in-person instruction in the fall with appropriate safety protocols. We know that this is the best option for learning. After what this community has endured, we know that our students need to return to school and have a sense of normalcy. They need to be surrounded by the familiar faces of their classmates and teachers. We know that many of our children are still suffering from trauma as a result of our community tragedy. School and normalcy is more important than ever for these children.
We will also be offering a hybrid model in the event that we move between phases or are required to close due to illness or other issues that are outside of our control. The hybrid model will be similar to what occurred this spring. This will allow us the best return to in-person instruction with the least amount of interruption.
The last option that we will be offering is a virtual learning option. This will be a K-12 available to all children. We will be hosting a virtual webinar on August 4, 2020, for those who are interested in learning more about this option. The registration link is: https://tinyurl.com/merpsvirtual
There is still a lot of work and planning that will occur over the next few weeks, so more detailed information will be coming. Please know that many of the choices will not be within the control of local schools and both public and private schools within each region will be required to follow the Return to School Roadmap. Educating our children will bring us new challenges in the upcoming months, but the Meridian staff will ensure that learning and safety are always the priorities.

The Midland Country Health Department is hosting a shot clinic tomorrow for hepatitis A and tetanus from 10:00-3:00. The tent will be set up near the Administration Building on campus. Another clinic will take place on Monday at the Jerome Township Fire Department. All those involved in cleanup efforts are strongly encouraged to make sure that they are up to date on those vaccines.
The United States Post Office now has a mobile unit on campus at Meridian Jr High School. It is expected to be open next week and further information will be communicated as soon as those details are known.

This is an update on the remainder of the school year. We know that many of our students and families are not currently able to participate in learning at this time and we have staff members who are in the same position. With that said, we still have requirements from the state that we must meet, so in order to be in compliance, we will resume learning on May 28th for those that are able. Based on our most recent survey, we understand that many will not be able to do so and that is both understandable and okay if you are not able to participate for any reason. Learning is certainly way down the priority list for a good portion of the families in this community.

Midland County Damage Assessment Teams Collecting Data; Beware of Scams Related to Flood Restoration
Damage assessment teams working with the Midland County Operations Center (EOC) are currently canvassing areas of Midland County to assess flood damage and assist property owners with completing the Midland County Flood Damage Assessment Tool. These teams will ask property owners questions related to their flood damages only and will not require or ask you to sign documents or provide as part of their data collection process. Team members will be wearing high-visibility vests and will not ask for any personal identification information such as social security numbers, household income, or birthdates. These individuals are volunteers working in coordination with the Midland County Emergency Operations Center (EOC) and are not affiliated with the Federal Emergency Management Agency (FEMA).
Securing state and federal assistance is a detailed process that begins with in-depth damage assessment at the local level. In order to provide a clear picture of the horrific devastation in this community to the state and federal governments, it is critical that every residential, business and non-profit property sustaining flood damage complete the Midland County Flood Damage Assessment. FEMA will not be directly involved until a presidential disaster declaration has been issued. Residents should not attempt to contact FEMA directly regarding their flood damages

Here is the latest information that I have to share.
Today was certainly a little slower with calls for assistance and the number of volunteers in the community. This is certainly understandable as many have returned to work and hopefully we are finally starting to catch up with some of the demand. That being said, there is still a need for more volunteer assistance. Many places still need assistance with demo work and trash removal. It is recommended that debris be bagged to the extent possible and that metal and appliances be separated from the other debris. That makes the job of trash removal and running to the dump for volunteers much more efficient.
We are finally at the point where United Way and Dow Chemical are taking over the call center, volunteer check-in at the Sanford
Pharmacy, and the donation and distribution center at Meridian Elementary School. Another Donation and Distribution Center will operate at the Sanford Senior Center on West River Road. Our call center will now redirect callers to the 211 number for the community. We are very grateful for their support and this will allow our staff time to regroup and plan for the end of the school year.

The School Food Service Program will begin again this Thursday. We once again need families to sign back up as we truly do not know the number of families can get to the school, how many have homes, power,

Internet Access is available at Meridian High School during normal business hours. It is set up in a way that will allow for social
distancing.
We are also working on laundry services for the community. We were contacted about setting this up and have offered space and resources. As soon as we have confirmation we will share out that information.
The United States Post Office has also been authorized to set up a mobile location on our campus until repairs can be made to their facility in the Village.
There is also help on the way in terms of debris and trash collection by the county. This is separate from your normal trash program. This should be making its way into the community later this week.
I promise that the school district is not going to abandon the community during this crisis. We will continue to monitor the situation and needs and respond accordingly. We will also advocate for assistance on your behalf as we tell our story and communicate our needs.

First of all, this community deserves so much credit for how quickly it has responded in this time of crisis. So many from within and outside of this community have mobilized to support our community.
This is the latest information that I have to share with you and I apologize for any confusion. We are trying to provide accurate
communication, but there are times when the information changes.
There is a lot of confusion over where things stand with FEMA. At this point, the President has declared an EMERGENCY for this area.
Unfortunately, until there is a DISASTER declaration in this area, no FEMA relief will be provided. The teams that are in the area are from Midland County Emergency Management and they are taking flood damage reports. Please use the Flood Damage Tool: https://arcg.is/1H00aG
Midland County Emergency Management has also provided information on
proper documentation prior to demolition or restoration projects. You are advised to use written documentation, receipts, photos, and videos.
Meridian Public Schools virtual learning is still suspended. We will meet tomorrow to evaluate the situation in our area and provide information to our students and families on when things will resume.
We understand that many families and staff have been impacted by this disaster.
Your school district has focused its efforts over the last several days on providing relief to this area. Many of us were on Ground Zero on day one or hearing from our community about our needs and responded
as quickly as we could. Some of our early efforts were a bit disorganized, but done with the best intentions. At this point, our
systems are greatly improved. We have:
· set up a donation and distribution center at Meridian Elementary
School that is being run by staff and volunteers.
· Setup a call center to collect information fromresidents and
businesses in need of assistance.
· Provided buses to runvolunteers to businesses and residences
that are in need of assistance toeliminate congestion.
· Provided assistance to four volunteercheck-in centers in the
community to coordinate volunteers.
Manythanks to our students, staff and volunteers who have made this all
possible. We are hoping to hand off many of these tasks to other local agencies in the near future. In the last two days, more than 400 volunteers got dispersed to several locations throughout the greater Sanford
Area.
We continue to work with county officials to coordinate other efforts such as providing internet access at Meridian High School. I'm hopeful that another major community service announcement in partnership with
Meridian Public Schools will occur soon. We are happy to provide our campus and resources to serve this great community to support our students and families.

Residents and businesses are reminded to thoroughly document damage
prior to demolition and restoration projects using written
documentation, receipts, photos, and videos. This step is extremely
important to assist in possibly receiving federal funding for Midland
County.
Once you click the link, you will be directed to a map. Enter the
property address and search for the damaged property. When the
property is found, a pop-up box will appear. Click the link “Click
here to fill out a damage report” to be directed to the online form to
report flood damage. The form takes approximately 5 – 10 minutes to
complete and includes a section to provide photos of flood damage. If
you do not have access to the internet, please contact 2-1-1 for
assistance in completing the form.
Volunteer Information
All volunteers wanting to assist with flood cleanup in the greater
Sanford area should report each day to one of three volunteer check-in
locations: Sanford Family Pharmacy parking lot, 28 West Saginaw Road;
Cleft of the Rock Church on West River Road, or at the intersection of
W. Center and Oak streets. Volunteer check-in sites are open every
day from 8:30 a.m.- 3 p.m.
Debris Disposal Information
The Midland Sanitary Landfill will be open to residential customers
from 8:00 a.m. – 6 p.m. on Sunday, May 24 and Monday, May 25 to
dispose of trash, flood debris, and yard waste. The Landfill will then
resume its regular operating hours, open Monday through Friday from 8
a.m. – 4 p.m. and Saturday from 8 a.m. – 4 p.m. Customers accessing
the Landfill will be required to show proof of Midland County
residency. Debris generated outside of Midland County will not be
accepted. Due to the high anticipated volume of customers accessing
the Landfill, wait times may be significant.
The Village of Sanford has dumpsters available downtown and volunteers
available to assist with removal of items from residents’ vehicles.
Curbside collection of flood debris will also be provided for village
residents. Residents with flood debris should place their items at the
curb for collection. Residents in other areas of Midland County should
take flood debris and other items to the Midland Sanitary Landfill for
disposal.

Midland County Emergency Management now taking damage reports for the recent flooding in Midland County. If you are a homeowner, business or non-profit organization that has sustained any damage or loss as a result of the flood, please complete a report at https://arcg.is/1H00aG
The Midland Damage Assessment app was developed for people to self-report damage to their property. The app has several questions to help the Midland Damage Assessment team determine the extent of damage in our community. Once you click the link, you will be directed to a map. Enter the address and search for the damaged property. The app will zoom to the property if it is found and a pop-up box will appear. Link to the online form to report flood damage. It should not take more than 5-10 minutes to complete and submit the information.

Please read this for important information related to relief efforts and public safety.
First of all, the FEMA team is currently on site in the Village of Sanford doing an assessment of the damage.
Earlier today, I met with US Senators Stabenow and Peters, US Representative Moolenaar, former Michigan Attorney General Schuette and a leader from FEMA. They toured the area to see the devastation
first-hand. Since pictures don't do justice to what took place, it's extremely important to have these officials here in person to see the
impact on our community. They were able to see the hundreds of volunteers who were out assisting homeowners and businesses with cleanup. I was able to share the stories that I heard from residents who had lost everything and insisted that they were just fine during this time of crises. All of the volunteers who went door to door today heard similar stories and it speaks to the resilience and human spirit that exist in this great community. I emphasized with these
officials that our homeowners and small businesses are hurting, worried, and need their assistance. I can assure you that between what they witnessed and heard about that Sanford left a lasting impression.
I know that many of us fear that Sanford will be forgotten and left out of the recovery efforts. I've been assured that we will not be
forgotten, but we need significant financial assistance for this area in amounts that can only come from the federal government. I would ask that you continue to share our story to get the word out. Like
many of you assisting with the recovery efforts, it frustrates me to see the tourists come through and yet I had to remind myself that the more attention that we receive, the better off we may be when it comes to our story getting out and assistance coming our way.
There are some public safety concerns to share. Consumers Energy is currently identifying live gas lines. Many of the lines are in places where there is a significant amount of debris. This especially true in the Village south of Saginaw Road. If you see
signs about gas lines, please know those mark lines that are live and to not do any digging or work in those areas. The other public safety concern is that children and adults are walking on what was the bed of
the lake. This is extremely dangerous as the banks are steep, slippery and unstable. As I was told many times today, we incredibly
came through this without losing any lives and that's the most important thing. So let's make sure that we use caution and common
sense and keep everyone safe.

Last Friday, Governor Whitmer signed snow day forgiveness legislation for the four days that were declared as a State of Emergency. As a result of that legislation, Meridian Public Schools will return to the originally published school calendar and end with a half day on Thursday, June 6th. We thank you for your patience as we waited on our legislators in Lansing to take action.

With actual temperatures expected to be lower than this morning when they were around-20 and lowering the thermostat to comply with the Consumers Energy request, we are making the decision early to assist families in their planning. The forecast for next week is much better, so school will resume next Tuesday. Monday is a scheduled day off in the school calendar.

Meridian Public Schools will be closed again on Thursday, January 31st due to the extreme cold that is expected to continue. We are hoping to be in session on Friday as the warning is set to expire tomorrow with very light wind during the night on Thursday. This means that the decision on Friday might not be made until the early morning hours in order to monitor real time conditions. In addition, we will not know anything on make up or forgiveness days until perhaps April or early May.

Meridian Public Schools Student/Parent Transportation Handbook Changes.
The Meridian Board of Education recently authorized changes to the Transportation Handbook. Specifically, an adjustment was made to the “Temporary Changes” portion of the Handbook. The previous requirement for “Temporary Changes” was a notice of 72 hours. The new policy is as follows:
· Temporary Changes to the scheduled transportation for a student may be made upon written request at least 24 hours in advance from the parent/guardian. The timeline for 24 hours advance notice is no later than 2:00 pm the day prior to the request.
· Temporary Changes must be for a currently established stop.
· Changes must be directed to the Meridian Transportation Office using forms that are available on-line or at the school office.
· The Transportation Request must include the student’s name and destination and must be signed by a parent/guardian.
· The decision to approve the request will be based upon seating capacity of bus. We cannot guarantee seating and because we attempt to maximize seating on buses for efficiency, it is unlikely that large groups can be accommodated.
· If we are not able to honor the request, the Transportation Department will notify the parent/guardian.
· Request will be honored in order of submission.
· School personnel, upon receipt of your written request, will authorize your request and/or complete a bus pass that will given to the driver.
· The revisions will begin on January 2, 2019.

Due to a partial power outage, the elementary, JH, & HS buildings have limited lighting. Parents who are able can pickup children after 11:30. We will keep those who stay until 3pm to avoid sending kids home to empty houses. Grandparents Day at the elementary has been cancelled.

On the November 6th Ballot is a is a proposal to add School Resource Officers to Midland County Public Schools. The attached brochure provides information on this issue.
